Brazil’s over-centralised governance of digital transformation

This article analyses governance of Brazil’s Digital Transformation Strategy (E-Digital) through a new public (NPG) lens. Based on the analysis, author finds that E-Digital is too centralised, with much decision-making power resting state actors at federal level, led by Presidency. analysis Brazilian experience aims to contribute towards understanding modalities necessary for democratic, sustainable digital transformation in Global Southern contexts.
